2026 Update Regarding TDLR Licensure
Effective January 26, 2026, the Texas Department of Licensing and Regulation (TDLR) requires all cosmetology license applicants to provide documentation establishing lawful presence in the United States in order to apply for or renew a cosmetology license, including a student permit. A Social Security Number (SSN) is required for licensure. Applicants who do not have a Social Security Number must submit a required affidavit claiming no Social Security Number along with appropriate documentation.
As a result of this state requirement, students enrolling in the Austin ISD Cosmetology program must have either a Social Security Number or approved documentation verifying lawful presence. Acceptable documentation includes one of the following:
- REAL ID–compliant Texas driver’s license or state ID (must not be marked “limited term” or “temporary”);
- U.S. passport or U.S. passport card; or
- Immigration or identification documents issued by the U.S. Department of Homeland Security, U.S. Citizenship and Immigration Services, or the U.S. Department of State confirming lawful presence and authorization to work.
These requirements are mandated by TDLR and are necessary for students to be eligible for a student permit and/or state licensure upon completion of the Cosmetology program. Austin ISD and campus staff are required to follow these regulations and cannot make exceptions.
If your student does not have the required documentation to apply for their TDLR permit or license they will be unable to enroll and/or continue in the Cosmetology program.
If you have questions about these requirements or how they may impact your student’s enrollment, please contact the district’s CTE office for assistance.
